- Unlike Plato, Aristotle, Hobbes or Mill, Bentham did not write one single work containing the basic principles of his legal and political philosophy. Many of his writings are still in manu- script form. This has meant that students of Bentham's legal and political philosophy have been handicapped by want of a single work that presents his views systematically. This is an attempt to fill the gap. The editor has drawn heavily on Bentham's manuscripts and has tried to provide a coherent state- ment of Bentham's legal and political thought. He has also indicated in his copious footnotes where Bowring and other editors of Bentham's works have deviated from the manuscripts. There is an extensive introduction. Bhikhu Parekh is a lecturer in the Department of Political Studies, Uni- versity of Hull. He is currently working on a critical study of Bentham and has previously edited Politics of Experience (1968) and The Morality of Politics (1972).
