The work praises aspects of English constitutionalism yet warns against aristocratic dominance, criticizing Blackstone’s celebration of common-law tradition by insisting that legitimacy arises from the people’s consent rather than inherited authority. Historically, it shaped early American constitutional debates, influenced state constitutions, and foreshadowed Federalist arguments. Reception was substantial in the 1780s–1790s, later overshadowed by The Federalist Papers.
